Coronavirus cases are rising in parts of the U.S., even as some states lift restrictions, while in India, the death toll topped 20,000 as the country struggles to contain the pandemic.
The number of cases in the U.S. rose by about 45,000 on Monday, according to data compiled by Johns Hopkins University, the slowest daily rise since June 29. The U.S. death toll exceeded 130,000. The country has 39.72 deaths per 100,000 residents, which places it among the top 10 countries in the world in that metric, Johns Hopkins data shows.
Parts of New York state, including Westchester County, will enter the fourth phase of reopening on Tuesday, and Long Island is on track to enter that phase Wednesday, Gov. Andrew Cuomo said. While New York hasn’t formally decided whether schools will reopen this fall, Mr. Cuomo said the state has directed its 700 school districts to put together plans on what reopening would look like.

In Florida, Gov. Ron DeSantis attributed the rising number of infections there to increased testing and to asymptomatic spread among younger people.
Miami-Dade County Mayor Carlos Giménez rolled back the area’s reopening and ordered gyms to close and restaurants to limit service to takeout and delivery, starting Wednesday. Office buildings, retailers and grooming services will remain open.
“I am counting on you, our 2.8 million residents, to stop the spread so that we can get back to opening our economy,” Mr. Giménez said in a written statement.
California, where some hospitals have been under strain recently, added six counties—including San Diego County—to its watch list of counties that have “concerning” levels of hospitalization, transmission or insufficient testing.
In New Jersey, summer camps and in-person graduations were set to resume this week. Gov. Phil Murphy said there were declines in the number of coronavirus hospitalizations, patients in intensive care and patients on ventilators in the state. But the rate of transmission, which reflects how many people a sick person goes on to infect, ticked up to 1.03 from 0.7 in the middle of June.

In the race for a treatment, Regeneron Pharmaceuticals Inc. said it is starting later-stage studies of its experimental drug, REGN-COV2. The drug is among the most advanced in a class of medicines known as monoclonal antibodies being developed to treat Covid-19. Eli Lilly & Co. was the first company to start human safety studies of two separate antibody drugs, followed by Regeneron.
The virus continued to spread in other parts of the world.

India’s total number of confirmed coronavirus cases topped 700,000 and the death toll crossed 20,000, according to the country’s Health Ministry. India reported 22,252 new cases—the fifth consecutive day of more than 20,000 infections. India has the third-highest number of confirmed coronavirus cases in the world behind the U.S. and Brazil, according to Johns Hopkins.
Iran recorded 200 coronavirus deaths overnight, the highest 24-hour death toll since the pandemic was first reported in the country in February. Nearly 12,000 people have now died in Iran from the disease, with more than 245,000 confirmed infections, according to health ministry spokeswoman Sima Sadat Lari.
Despite a recent surge in infections, Iran hasn’t reimposed lockdown restrictions after easing them over the past 2½ months. The country’s leaders instead have opted to keep the economy moving to lessen the impact of U.S. sanctions, but the continuing spread of the virus is adding to the strain. Iran’s currency, the rial, fell Tuesday to an all-time low of 218,000 to the dollar, a depreciation of 34% since the pandemic began.
In Australia, the city of Melbourne will return to lockdown for six weeks in an effort to contain an outbreak, the premier of Victoria state said. Victoria reported 191 new cases, the worst one-day rise in the state since the start of the pandemic.
South Korea reported 44 new cases, though less than half were locally transmitted infections. South Korea has seen double-digit numbers of imported cases for the past 12 days.
Beijing, meanwhile, reported zero new cases for Monday for the first time since an outbreak at a wholesale food market in the Chinese capital.
In Brazil, President Jair Bolsonaro told CNN Brazil he had been tested for the virus after showing symptoms consistent with the disease, including fever. Mr. Bolsonaro, who said the test result will be made public Tuesday, added he is taking hydroxychloroquine, a treatment he has supported since shortly after the pandemic began. An aide for the presidential palace wasn’t immediately available Monday evening for comment.
