(WREX) — Hundreds of bills passed through both chambers in Springfield during the last week of the spring session.
While a vast majority haven’t been signed or don’t go into effect until Jan. 1, 2022, there are quite a few laws that went into effect starting on July 1, 2021.
Here’s a look at some of those new laws:
Gas Tax
The state’s gas tax increased another half-cent from $0.38 cents to $0.392 cents. The gas tax saw an automatic increase to $0.387 cents in 2020.
The gas tax doubled in 2019 as part of Governor Pritzker’s “Rebuild Illinois” plan.
Rape Kit Tracking for Survivors
House Bill 1739 requires hospitals and police to notify victims of a state rape kit tracking system. Survivors will be given a specific tracking number they can use to log into an online portal and check their status.
While the tracking system won’t tell them the results of their tests, they’ll know the date it was started or completed.
Election Reform
Illinois’ primary election will be moved from March to June for 2022.
The new law also makes voting by mail a permanent option, allows jail inmates awaiting trial to cast ballots and makes Election Day in November a state holiday.
Criminal Justice Reform
House Bill 3653 passed in mid-January and was signed by the governor in February.
The bill drew harsh criticism from state’s attorneys, law enforcement, and Republican lawmakers.
Some of the major reforms include ending cash bail by 2023, limiting use of force by officers, and mandating body cameras by 2025.
There were some changes made to the bill in late June via a trailer bill.
The language covers restrictions on use of force, chokeholds, crowd control, and law enforcement misconduct. It also touches upon issues with training requirements and body camera implementation for every officer in Illinois by 2025.
College Athletes Endorsements
Starting today, student-athletes across the state can be compensated for their name, image and likeness.
Senate Bill 2338 allows athletes to earn money if their college or university uses their name, image, or likeness for profit.
The bill prohibits college athletes from advertising certain products like alcohol or tobacco.
Vaccine Lottery
The state will offer $7 million in cash prizes and $3 million in scholarships through a new lottery open to all residents who have received at least one COVID-19 vaccine dose before July 1.
Prizes will range from $100,000 to $1 million, and children can win a college savings plan worth $150,000.
Names in Illinois’ vaccination database will be automatically eligible for the lottery. Weekly drawings will begin July 8.
