Massachusetts ‘Step 2’ reopening should alleviate some ‘restlessness’, expert says - Boston Herald

Massachusetts will allow indoor dining and select beauty services to reopen Monday with restrictions amid the coronavirus pandemic, a move that should alleviate some “pent up demand and restlessness,” according to one retail expert.

Gov. Charlie Baker announced last week the state would allow indoor dining to resume with social distancing and capacity limits, along with massage therapy, nail salons, tattoo parlors and electrolysis studios.

Personal training at fitness facilities will also be allowed in a very limited capacity, and Lt. Gov. Karyn Polito said grants will be given to restaurants to help expand needs including outdoor seating, which began earlier this month after a three-month long period of being restricted to carryout and delivery.

“I think there’s a lot of pent up demand and restlessness,” Jon Hurst, president of the Retailers Association of Massachusetts, told the Herald Sunday.

Baker acknowledged as much when he announced “Phase 2, Part 2” of the state’s reopening strategy last week.

“Reopening Massachusetts is working,” Baker insisted. “I know it can’t happen fast enough,” but the steps to slow the virus are working.

Hurst said the next phase of reopening Monday will please both customers and retailers, but businesses may choose to reopen slowly leading up to the Fourth of July weekend.

“You’re going to take your time getting your staff back, getting your inventory up to speed, making sure that staff is well-trained and everything is in a good place so the consumers will feel safe,” Hurst said. “The last thing you want to do is have a bad experience customer-wise.”

The latest step in reopening comes as public health officials reported 30 coronavirus deaths Sunday.

Phase 3, which includes the opening of casino gaming floors, gyms, movie theaters, museums and gatherings with “moderate” capacity, does not yet have a set date.

Nail salons, tattoo parlors and other specialized health services remained closed Sunday in various parts of Boston, with some storefronts chained shut and appearing nowhere near reopening.

“They aren’t all going to come out right away,” Hurst said of retailers. “Over three months of having to pay leases and suppliers for inventory you couldn’t sell, it’s going to be a step-by-step process.”
